The increasing availability of judicial decisions in digital format offers unprecedented opportunities for improving access to justice across Europe. Nevertheless, national case law remains highly fragmented due to linguistic barriers, heterogeneous publication practices and the absence of interoperable search tools capable of operating effectively across different legal systems.
The project FavoUring rEciprocaL access of Eu members states Courts to case-Law Indexed and translated (FUEL ECLI) addresses these challenges by combining legal expertise with Artificial Intelligence and Natural Language Processing technologies to develop an advanced platform for the retrieval, semantic indexing and multilingual exploration of judicial decisions.
The project builds upon the European Case Law Identifier (ECLI) framework and aims to facilitate cross-border legal research while supporting the broader objectives of the European Digital Justice Strategy.
During its implementation, the consortium will:
collect and prepare multilingual judicial datasets;
develop AI-assisted semantic indexing methodologies;
improve multilingual legal terminology resources;
integrate advanced legal search and translation functionalities;
validate the platform through pilot activities involving judicial institutions and legal professionals;
disseminate project results and promote the adoption of innovative digital justice solutions throughout Europe.
The project adopts an interdisciplinary approach combining law, computational linguistics, artificial intelligence and legal informatics.
